About Dougherty County CASA
Empowering community volunteers to advocate for the safety, stability, and future of children in the foster care system
Our History
Our journey began in 2001 when Dougherty County CASA was established under Open Arms, marking the start of our advocacy for children facing abuse and neglect. In 2008, we joined forces with the Lily Pad, and by October 2022, we merged with CASA of SWGA. The following year, in July 2023, we proudly became an independent nonprofit, continuing our mission to support the children of Dougherty County.
Why We Exist
Each year, over 15,000 children enter the Georgia foster care system. In Dougherty County alone, around 250 children are in foster care, and we serve nearly 60% of them. Our volunteers are the backbone of our organization, standing by these children through their darkest times and ensuring they have a dedicated advocate by their side. By providing consistent, compassionate support, we help change the story for many children, giving them the stability they need to thrive.
Meet Our Team
Behind every story of success, there is a dedicated team working tirelessly to make a difference:

Charlene’s expertise in child development enables her to recognize the unique needs of each child. Her commitment ensures that the highest quality of advocacy is delivered to those in foster care, providing them not only with a voice but a lifeline.
Before taking the helm as Executive Director in May 2023, Charlene was the Program Director for eight years, where she played an instrumental role in the day-to-day operations of Dougherty County CASA. She has been the driving force behind the recruitment and training of passionate volunteers and managed vital grant resources that sustain our mission. Moreover, her efforts were crucial in establishing Dougherty County CASA as an independent 501(c)(3) organization, a significant milestone for our community.
Charlene's journey reflects her diverse background in finance and her academic studies in Psychology and Art Education. This unique blend of experiences enriches her advocacy work, allowing her to approach every challenge with both compassion and strategic insight.

With a strong foundation in Social Work, Quinn has consistently expanded her knowledge and expertise in child advocacy. She has undergone extensive training, including CASA Pre-Service Facilitation and Volunteer Supervision, as well as specialized training in Mandated Reporting, Safe Sleep, and trauma-informed practices. These skills have equipped her to navigate the complexities of working with foster children, ensuring that their voices are heard and their needs are met.
Quinn's role as the Advocacy Director highlights her leadership and commitment to fostering change. Since 2019, she has worked tirelessly to create a supportive environment for children, advocating for their rights, welfare, and educational needs. Her dedication has not only impacted individual lives but has also strengthened our community’s commitment to protecting and empowering our youth.

During her initial time with CASA, Zoye immersed herself in the mission of advocating for those who need it most. After gaining valuable experience working with at-risk youth at Job Corps, she returned in 2024, eager to share her newfound knowledge and expertise with us. This speaks volumes about her dedication to our cause and her unwavering belief in the power of advocacy.
As the main volunteer recruiter for Dougherty CASA, Zoye has made it her mission to inspire and empower others to join our efforts. She hosts our CASA 101 virtual sessions on the first Fridays of every month, as well as our engaging CASA 101 gatherings on the last Saturdays at Morning Café. These sessions are not only informational; they are a gateway for compassionate individuals to become advocates for children in need.

Amanda’s educational journey began in the realm of first responders, where her commitment to service and community began to flourish. On top of that, she is a local real estate agent, showcasing her ability to connect with individuals and families alike. Amanda is thrilled to be part of CASA's mission. Connecting with new faces and supporting our community fills her with purpose. She looks forward to training new volunteers and onboarding them into the program.
Amanda is genuinely excited about this journey in child advocacy, where she aims to make a meaningful difference in the lives of those we serve. And if you’re ever in the mood for some delicious Mexican cuisine, catch her at her family-owned restaurant, El Maya, spreading the CASA mission through our CASA 101's.
